Brief Project Overview:

The Jerusalem office of the Friedrich Naumann Foundation for Freedom requires a service provider to write a policy paper on the possibilities of fighting disinformation, focusing on Countering Russian and Chinese Narratives Worldwide.

Who we are

With a unique Israeli-Palestinian team, FNF Jerusalem aims to be a platform of innovation for enhancing freedom in society, strengthening dialogue with the EU and contribute to the advancement of Israeli-Palestinian dialogue leading towards peace. Together with our partners, we want to strengthen liberal values like the rule of law and democracy, the respect of human dignity with civil and human rights, market economy principles and entrepreneurship and a democratic culture of tolerance and pluralism.

Project Goals and Target Audience
The threats posed by disinformation are growing. In the political and social debate, the topic is also slowly getting the attention it needs to protect open societies and not let it fuel conflicts even more. The Russian war of aggression against Ukraine made clear what effects years of disinformation campaigns can have on societies. It also shows how inadequately prepared, for example, social media operators are (especially in non-Western countries) and how difficult state responses to this problem can be (keyword EU sanctions). In parallel, we see disinformation campaigns from China, which still receive too little attention in Germany. Taiwan is particularly affected by Chinese disinformation and political manipulation. What is successful in Taiwan is applied by China in the rest of the world. This is also because they primarily affect other countries - including European partner countries. Disinformation from Russia and China has enormous influence in their neighbouring regions, but also in countries in Africa and Latin America. Here, among other things, a positive narrative of the respective authoritarian states is spread, which is one of the reasons why these states vote in favour of Russia and China in international bodies - with lasting negative effects for the community of states and human rights. The work of the FNF in 2023 will deal with the narratives that Russia and China are spreading in the Global South, what effects they are already having and how they are or should be countered.

Scope of Work and Deliverables

We need a service provider specialized in disinformation on mass media/social media, that can perform in depth research and produce a policy paper about dealing with disinformation, that would suggest ways to counter Russian and Chinese disinformation worldwide.
The Paper should approach this topic from a local and regional perspective.
