FNF Vietnam's Cooperation Project: Development of Vietnam’s Market Economy

FNF Vietnam recognizes that the next few years are extremely important for Vietnam’s economic development. The country is on the cross-roads to a full scale market economy and the government is backing the idea to carry out a new sustainable economic model. At the same time Vietnam is in the midst of negotiating the Trans-Pacific Partnership and EU-Vietnam Free Trade Agreement which will both open windows of trade opportunities and reform major economic policies.

This is why FNF Vietnam sees the time fit to implement a new project in cooperation with four local partner institutes: 

  • Central Institute for Economic Management (CIEM)
  • Vietnam Institute of Economics (VIE)
  • Vietnam Center for Economic and Policy Research (VEPR)
  • Vietnam Chamber of Commerce and Industry (VCCI)

Together these 5 organizations step into a 3-year project called ‘The Development of Vietnam’s Market Economy’. The final objective of the project is to generate a considerable impact on the government’s social-economic policies in direction towards a free market during the period between 2016 and 2030. The overall action plan is divided into three different outputs falling together with the years 2014, 2015 and 2016. The first year, which is coming to its end, was mainly focused on the assessment of the existing economic framework. By reviewing relevant studies and identifying both main issues and possible solutions the first phase of the project paved the way to introduce a methodology which all partners can carry out for the next few years.

In 2015 the proposed methodology will be used by FNF’s partners to perform in depth research about the most important issues and publish reports on the ongoing development process. They will simultaneously create a network of professionals to improve the research and promote policies that are beneficial to the market oriented process. The main way to achieve this goal is to organize seminars and conferences.

Finally, in 2016, the final phase of the project is put into action. FNF attempts to force a definitive breakthrough on the development of a market economy by presenting the final research results to public, professionals and policy makers during conferences. We will host round-table discussions between key researchers from our different partner institutions, government and media and submit the most effective policy designs to the Communist Party of Vietnam as recommendations, also used in the regular advisory meetings with the government. At the same time all our Final Research Reports will be published in the form of books to keep on promoting the necessary reforms and maintain a continuing pressure on the administration.

The project consists of several specific components appointed to every research institute within their field of expertise. FNF will contribute financially to the estimated budget and also support individual activities from the partner institutes in return. The different institutes will work according to the guidelines set by FNF Vietnam and provide our office consistently with activity reports and necessary supporting documents as well as statements of expenditure. Our office strongly believes in the positive outcome of a well-structured plan and has a lot of confidence in the research partners to bring in significant results.
