FNF and Clean Air Asia partnered to advance Electric Vehicle Adoption in the Philippines

The FNF Philippines has collaborated with Clean Air Asia (CAA) in 2023 to produce a pivotal Project Report titled “Advancing Electric Vehicle Adoption in the Philippines through Policy Integration”. This collaboration aims to help the implementation of the Republic Act 11687, also known as the Electric Vehicle Industry Development Act (EVIDA), which mandates a 5% electric vehicle (EV) share in the vehicle fleets of government and corporate entities.

The initiative also highlights FNF Philippines' commitment to climate projects aimed at enhancing public mobility while reducing environmental impact and CAA’s mission of implementing solutions that reduce air pollution and its detrimental health impacts, and that mitigate the climate crisis.

The report provides essential policy guidance to local government units on integrating electric mobility initiatives for sustainable development. EV offer substantial benefits to both individual owners and businesses, such as reduced operating costs, versatility in charging locations, and resilience as backup power sources during emergencies.

Key objectives of the report include reviewing national EV-related policies requiring local government implementation, assessing local capacities for electric mobility integration in transportation planning, and identifying city-specific needs for effective local policy implementation.

CAA facilitated stakeholder consultations with Manila, Pasig, and Quezon City, with whom they have established partnership on various environmental and mobility projects, including air quality management and sustainable transport. These cities are already engaged in e-mobility pilot projects and have their own programs dedicated to electric mobility.

The consultations aimed to comprehend the cities' electric mobility initiatives, assess their technical readiness, and evaluate their compliance with EVIDA mandates. Through these meetings, CAA identified critical gaps and opportunities for enhancing electric mobility adoption at the local level which were further discussed at knowledge sharing events (KSE).

The insights captured from KSE then were consolidated into a comprehensive policy paper. The policy paper outlines the needs, challenges, and opportunities associated with integrating electric mobility into city planning processes, while also reviewing national EV-related policies requiring local implementation. It showcases best practices and lessons learned from partner cities which can serve as a reference for other Philippine cities aspiring to embrace electric mobility in their policies.

Last step would be the dissemination of the paper to national government agencies in order to provide actionable policy guidance to local decision-makers for the successful implementation of electric mobility initiatives nationwide.
